It is 1.9 CDTI belt drive cars.
It is mainly applied to keep camshaft and crankshaft in a specific location as you change the timing belt or repair other engine at the same time.
If it set in position,the first piston will stop at the TDC location.
A fly wheel locking tool and camshaft locking pins are aslo been included.
When the plugs are placed laterally to the valve, housings are removed and the pins are inserted into the slots on the camshaft.
The camshaft will be locked in the timing positio.
